When a teacher applies for an Inter County transfer the Teachers Service Commission looks at the following factors for them to effect the inter County transfer.
The delocalized teachers who want to get a transfer to their respective counties should consider the following details
1. The age of the teacher
The age of the teacher is one of the factors TSC looks at when considering a transfer request.
The delocalized policy allowed teachers aged 50 years and above to be transferred. The teachers who were delocalized from 2018 and are in the age bracket can be transferred to their respective counties.
2. Health status.
Teacher who have proved cases of terminal and chronic illness can easily be transferred to their home counties.
The TSC will look at each case and clearly evaluate each of them considering the most urgent ones and act appropriately.
3. Teachers with Disabilities.
The teachers who are disabled and have a certification of prove will also be considered.
4. Family Considerations
Teachers whose family are far away from their families will also be re-routed.
A marriage certificate or an affidavit will be an evidence for the same.
5. TSC has given a time frame of stay to be at least 5 years at a station when newly appointed.
The delocalized teachers will be considered depending on the length of Stay at a given station and be acted appropriately.
A teacher may be transferred under the following circumstances:
After posting from a primary to a secondary institution.
After expiry of tenure at a trade union like the Kenya National Union of Teachers, KNUT, and Kenya Union of Post Primary Education Teachers, KUPPET.
After a study leave: A teacher granted a study leave exceeding six months shall apply for posting by the Commission at least thirty days before the expiry of the study leave.
After a leave granted to spouses of persons in diplomatic service: A spouse of a person in diplomatic mission/ service shall apply to the commission for posting one month before the end of assignment of duty.
After a disciplinary action like interdiction or suspension for a period not exceeding six months without payment of salaries and allowances.
After a transfer of service to the public service commission: The TSC may, Where a person applies for a transfer of service from the public commission to the TSC, approve the transfer subject to availability of a vacancy.
After a substantive appointment: A teacher who is promoted and substantive appointed will be redeployed/ transferred to another station, subject to availability of such substantive posts like: Headship, Deputy Headship and Senior masters.
After applying to the commission for a transfer on medical grounds, with supportive evidence.
When working conditions are hostile and may jeopardize the teacher’s well being and security.
If there is need for equitable distribution and optimal utilization of teachers.
On an agreeable and tenable swap request to the TSC.
If the transfer is approved. Then it means TSC has acknowledged the transfer request. The teacher is then issued a transfer through the Principal.
That the transfer is pending. It therefore means the teacher has applied for a transfer and it’s awaiting approval from the supervisors.
Acknowledged transfer means the teacher is eligible for transfer and he or she is awaiting the availability of a vacancy or suitable replacement.
When the transfer is not approved then teacher is regrettable. It therefore means the transfer didn’t meet a transfer threshold policy.
